Maniilaq Association — Developmental Services
Maniilaq Association is the tribally operated health and social services organization serving the Northwest Arctic Borough from headquarters in Kotzebue. Maniilaq provides primary care, developmental screenings, and referrals for children with autism and developmental concerns. Comprehensive evaluations require flying to Anchorage (~550 miles south). Telehealth with ANTHC and Anchorage specialists is the primary follow-up pathway.
Kotzebue is the regional hub on Kotzebue Sound — accessible by air only. Maniilaq serves 12 villages spread across a vast Arctic region. Telehealth is the primary specialist access model.

Alaska's Part C EI program serves children birth to 3 in the Northwest Arctic Borough. Maniilaq staff may help coordinate EI services; telehealth family coaching is the dominant service model given the vast distances and fly-in-only villages. FREE for eligible children.
FREE under IDEA Part C. Telehealth is the standard service delivery model. Maniilaq can help connect families with their regional EI coordinator.

Maniilaq Association — Behavioral Health
Maniilaq Behavioral Health provides mental health and substance use services to the Northwest Arctic Borough, including support for children with developmental disabilities and co-occurring mental health needs. Services are grounded in Iñupiaq cultural values and extend via telehealth to outlying villages.

The Northwest Arctic Borough School District serves students across Kotzebue and 11 surrounding villages. Special education services under IDEA — school-based speech, OT, and behavioral support — are frequently the most consistent developmental services available to children with autism in this Arctic region. Request IEP evaluation in writing.
School-based IDEA services are often the primary support for autistic children in Northwest Arctic villages. PARENTS, Inc. provides free statewide support to all NWABSD families.

PARENTS, Inc. provides free IEP advocacy and special education support to Northwest Arctic Borough families by phone and telehealth. For families navigating the NWABSD across remote Arctic villages, PARENTS, Inc. is often the only accessible independent expert resource.
