Seneca County (Waterloo, Seneca Falls, Ovid) is a small Finger Lakes county served by Seneca County's limited healthcare infrastructure and with access to Cayuga Health System and University of Rochester's Golisano Children's Hospital for specialized evaluations. Waterloo Central School District and Seneca Falls Central School District provide special education. Finger Lakes-Genesee BOCES coordinates cooperative programs. OPWDD regional services and New York's ABA mandate apply statewide.

Cayuga Medical Center / Geneva General — Developmental Referrals
Seneca County has no hospital of its own. Families use Cayuga Medical Center in Ithaca (~30 min south) or Geneva General Hospital (Ontario County, ~20 min north) for primary care and referrals. Comprehensive autism evaluations access SUNY Upstate in Syracuse (~1 hr east) or Golisano Children's at URMC in Rochester (~1 hr north). Telehealth evaluation is an important option for this rural Finger Lakes county.
No county hospital — use Cayuga Medical (Ithaca, ~30 min) or Geneva General (~20 min). SUNY Upstate (Syracuse) or Golisano Children's (Rochester) for full evaluation.

Waterloo
Seneca County Early Intervention Program
Seneca County's Early Intervention program provides free evaluations and services for children birth to age 3 with developmental delays or early autism signs. Coordinated through the county Health Department in Waterloo, EI service coordinators build an IFSP and support the family's transition to CPSE at age 3. Seneca County EI draws from provider networks in both the Ithaca and Geneva areas.
FREE for eligible children. Service coordinators are experienced navigating cross-county provider access given the county's location.
ABA therapy
Applied Behavior Analysis therapy — typically requires insurance authorization.
Waterloo
Autism Behavioral Services — Finger Lakes (Seneca County)
In-home and center-based ABA therapy serving Seneca County through the Finger Lakes network. Seneca County's central Finger Lakes location gives families access to ABA providers in both the Ithaca/Syracuse and Geneva/Rochester corridors. Accepts commercial insurance under New York's ABA mandate and NY Medicaid for eligible children.

Autism Society New York State — Finger Lakes Region
Autism Society New York State connects Seneca County families to peer support, advocacy, and resources through virtual programming and connections to nearby Finger Lakes-area chapters in Ithaca and the Rochester metro. Waterloo-area families can access both CNY and WNY chapter resources given the county's midpoint location.
Virtual support available statewide. Seneca County's central location gives access to both the Ithaca and Rochester chapter communities.

OPWDD — Finger Lakes DDSO (Tompkins County)
Tompkins County families access OPWDD-funded autism and developmental disability services through the Finger Lakes Developmental Disabilities Services Office. Services include day habilitation, community habilitation, respite, and Medicaid waiver supports. Cornell University students and researchers have also developed community programs for autistic individuals in Ithaca.
Apply for OPWDD eligibility early. Ithaca has Cornell-connected community programs worth exploring.
Waterloo
Parent Network of Western New York — Seneca County
Federally funded PTI providing free IEP coaching, IDEA rights training, and one-on-one parent support for Seneca County families. Phone and virtual consultations are available — particularly helpful for families navigating small rural school districts in Ovid, Waterloo, and Lodi.
