Oklahoma's Developmental Disabilities Services (DDS) Division within OHCA administers SoonerCare Medicaid waiver services. Apply through DDS early — waitlists are significant. For early intervention, contact SoonerStart, Oklahoma's birth-to-three program. The Oklahoma Parents Center is the state's PTI center, providing free IEP and special education support. The Autism Society of Oklahoma and OU Health's Child Study Center in Oklahoma City are key clinical and family resources. Oklahoma mandates ABA therapy coverage through private insurance plans.

Oklahoma requires insurance to cover autism treatment

Ages:
The statute says under 18. The Oklahoma Insurance Department has since said in a bulletin that the age restrictions in that section will be CONSIDERED DISCRIMINATORY under federal parity law — so the regulator has effectively disowned the limit written into its own statute.
Limits:
The statute permits 25 hours a week and $25,000 a year for ABA. The same bulletin states those limits conflict with 36 O.S. 6060.11 and with MHPAEA, and directed carriers to bring plans into compliance by 31 December 2021. If an Oklahoma insurer applies the hour or dollar cap today, the bulletin is the document to put in front of them.

Self-funded employer plans (ERISA) are typically exempt — ask your HR department which type of plan you have.

Oklahomans aged three and over with a primary diagnosis of intellectual disability, who meet ICF/IID institutional level of care. People served may also have autism or other developmental disabilities alongside it.

How autism qualifies

Read this carefully, because it is the trap. DDS serves people whose primary diagnosis is intellectual disability, and autism is treated as something a person may have in addition. An autistic person without an intellectual disability may not meet the standard route's criteria at all. Oklahoma does operate an Adult Autism Waiver, which is one of the few genuinely autism-specific waivers still running anywhere — ask about it by name, because it is small and you are unlikely to be offered it unprompted.

Age rules

Services are for ages three and up. The Adult Autism Waiver is, as the name says, for adults.

How the waiting list is ordered

Oklahoma has one of the largest backlogs in the country — reported at 11,624 people with waits of seven years or more. What makes it worth watching rather than simply despairing is that the state has publicly committed to becoming a no-wait state and is working through the queue in cohorts, holding regional family meetings in spring 2026 for people who applied between January and June 2025. Two practical consequences. First, Oklahoma publishes a waiting list dashboard, so you can check your own position instead of waiting for a letter — use it. Second, because they are processing by application cohort, your application date genuinely determines which meeting you are invited to, which makes this a first-come state in practice even while the policy is changing around it. Most children are enrolled in a SoonerSelect health plan. Children who qualify for SoonerCare because of a disability (including TEFRA) and people on a 1915(c) waiver stay in regular SoonerCare. ABA is covered for members under 21 with an autism diagnosis from a qualified professional, and it needs prior authorization, granted for one to six months at a time.
