Missouri overview

Missouri's Department of Mental Health (DMH) administers Medicaid waiver services for individuals with developmental disabilities. Apply through DMH as early as possible — the Community Support Waiver and Comprehensive Waiver have significant waitlists. Missouri has a strong network of Community Mental Health Centers. Missouri Parents Act (MPACT) is the state's PTI center, offering free IEP and special education advocacy. The Autism Society of the Heartland-Kansas City and the Thompson Center for Autism at Mizzou are key regional resources.

Missouri requires insurance to cover autism treatment

Ages:
The ABA cap applies through age 18. Everything else the mandate covers has no age limit.
Limits:
$40,000 a calendar year for ABA specifically, and the statute says plainly that this maximum MAY be exceeded with prior approval where more ABA is medically necessary. Treat the cap as a threshold requiring a further request, not as the end of coverage. The figure is inflation-adjusted and the Department publishes the current value in the Missouri Register.

Self-funded employer plans (ERISA) are typically exempt — ask your HR department which type of plan you have.

How autism qualifies

Autism is served through the general developmental disability waivers rather than an autism-specific one. The test is functional: serious impairment in two or more major life areas plus a lifelong need for support.

Age rules

An intellectual disability must be present before age 18; a developmental disability such as autism before age 22.

How the waiting list is ordered

Missouri prioritizes access to funded services by regulation rather than running one statewide queue, and the four waivers differ in capacity and criteria. Because of that, which waiver you are assessed for matters as much as when you apply — ask your regional office to explain the options rather than accepting a single answer.

Children and most adults without disabilities get MO HealthNet through Healthy Blue, United Healthcare or Home State Health; people with a disability, 65 and older, or blind are usually in Fee-for-Service instead. Show Me Healthy Kids is for children in state care and cannot be changed. MO HealthNet covers ABA for participants under 21 with an autism diagnosis, and ABA must be precertified.
