Medicaid waivers for autism in New York

New Yorkers with a developmental disability originating before age 22 and expected to continue indefinitely. Most supports are funded through the HCBS waiver.

How to get on the list

Contact your regional OPWDD Front Door office. Bring a psychological evaluation including IQ and adaptive testing plus diagnostic reports. The sequence is: gather documents, contact the Front Door, eligibility determination, CANS assessment, then choose a Care Coordination Organization. Front Door orientation is no longer mandatory — video modules replace it.

Does autism qualify?

Autism is a qualifying developmental disability. OPWDD looks for evidence that autism is genuinely the cause of a substantial impact on adaptive functioning — so the adaptive assessment carries as much weight as the diagnosis itself.

How the waiting list works

New York's difficulty is front-loaded. Rather than a single numbered queue, the slow part is getting through the Front Door process — assembling documentation, eligibility determination, then the CANS assessment — before services are authorised. Families who arrive with complete records move materially faster than those who don't.

What it can pay for

  • Community habilitation
  • Respite
  • Care coordination
  • Day and employment supports
  • Residential supports
  • Family education and training

Other programs worth knowing

Care Coordination Organizations (CCOs)

Once eligible, a CCO manages your Life Plan and access to services. Choosing one is a real decision — they vary in responsiveness, and you can change.
