Kentucky overview

Kentucky's Department for Behavioral Health, Developmental and Intellectual Disabilities (DBHDID) administers the Michelle P. Waiver — one of the more well-known state waivers for families with developmental disabilities. Apply early; the waitlist is long. Kentucky also has a Home and Community-Based Services waiver. For early intervention, contact First Steps Kentucky. The Kentucky Parent Training and Information Center (KPTI) is the state's PTI. The Autism Society of the Bluegrass and Seven Counties Services provide regional clinical and family support.

The Michelle P. Waiver exists because of a court order and is generally the easier of the two to access.

Kentucky requires insurance to cover autism treatment

Ages:
No age limit. Kentucky's current mandate, applying to plans issued or renewed from 1 January 2019, sets none at all.
Limits:
None, and the statute says so in terms: coverage is not subject to any maximum annual benefit limit, INCLUDING any limit on the number of visits to an autism services provider. Ordinary copayments, deductibles and coinsurance still apply, but only at the level the plan applies to other medical services.

Self-funded employer plans (ERISA) are typically exempt — ask your HR department which type of plan you have.

Autism qualifies as a developmental disability for both waivers. Kentucky has no autism-specific program — the Michelle P. and SCL waivers are the route, and between them they fund most of what private insurance refuses.

How the waiting list is ordered

Kentucky's queue is one of the hardest in the country to read honestly. Advocacy organizations and provider groups report the Michelle P. waiting list at over 13,000 people with waits commonly described as eight to ten years, and note that it is growing faster than new slots are added — the state allocated 750 additional MPW slots over the current biennium against that backlog. Treat the specific figures as advocacy reporting rather than a state statistic, and confirm your own position with the Waiver Branch. What is not in dispute is the shape of it: this is a decade-scale wait, and there is no version of the arithmetic where waiting quietly works out. Apply now, and plan the next ten years as though the waiver will not arrive — because for a meaningful share of families on that list, it will not arrive in time to matter.

Federal Medicaid rules (EPSDT) require medically necessary treatment, including ABA, for enrollees under 21 in every state. We did not find Kentucky publishing its own ABA policy, so ask your plan what it covers beyond that.

Kentucky Medicaid members can change their MCO at any time of year, with no open-enrollment window, by calling DCBS at (855) 306-8959, visiting a DCBS office, or using kynect; the change takes effect the first of the following month. Applied behavior analysis is a covered behavioral health service under 907 KAR 15:010, which does not limit it to under-21s, so adults should ask their MCO about coverage. Children in an MCO get prior authorization for additional services through that MCO.
