Alabama overview

Alabama's Medicaid waiver for people with intellectual and developmental disabilities is administered through the Alabama Department of Mental Health (ADMH). Waitlists are long — apply the day of diagnosis. The Alabama Parent Education Center (APEC) is the state's PTI center, offering free advocacy support for IEP meetings and special education rights. The Arc of Alabama and local Arc chapters provide family navigation and self-advocacy support statewide. ADMH regional offices are the intake point for most waiver services.

Intellectual Disabilities (ID) Waiver, Living at Home Waiver and Community Waiver Program

Typical wait: Multi-year on both established waivers

Call the Department of Mental Health call center on 1-800-361-4491. Ask specifically about the Community Waiver Program if your child is autistic without an intellectual disability — the ID Waiver has an IQ threshold.

Alabama's ID Waiver requires an IQ below 70. Autistic people without an intellectual disability need a different route.
